This course provides a foundation for understanding the operations of an organization. The objective is to provide the basic skills necessary to critically analyze an organization's operating performance and practices. Such knowledge is important for careers in a variety of areas, including general management and consulting. Unlike other courses which tend to treat operations as a black box, this course will be concerned with 'opening up the inner workings of an organization's operations to see how they work or don't work, learning the fundamental laws of behavior of producing a product or services, and lastly to learn how to design operations that perform at maximum levels. Its focus will be on the technical and mathematical analysis of operations rather than a human factors approach, although there are obvious connections between the two that will be explored. Concern is given to understanding which elements of an organization's operations enable it to produce quality outputs at a reasonable cost. The course will accomplish this by grouping the material under two major headings. The first half of the course will be devoted to understanding the physics of how material, paper work, and information flow through an organization to produce a product or service and how its design encourages or impedes good performance. The second half will focus on excellence in operations, learning techniques and approaches that increase overall performance in production, quality, variety, or speed of service.
Prerequisites: Enrollment in the MARSEA program This seminar represents the first half of a year-long course designed for students in the MARSEA program. It offers an introduction to the social scientific study of East Asia, with special attention to China, Japan, the two Koreas, and Taiwan. With the aid of guest presentations by faculty and scholars affiliated with the Weatherhead East Asian Institute, we will explore critically some of the major conceptual and methodological concerns that inform social scientific scholarship in the region. A linked aim for the course is to support students as they choose and develop topics and research designs for their M.A. theses. To that end, the course includes sessions introducing key resources and tools for research, as well as collaborative workshops designed to help students frame and draft thesis proposals.
The goal of this seminar is twofold: 1) To introduce students to the variety of styles, tropes and forms of Russian lyrical poetry in the 20th -21st cc.; 2) To develop and practice analytical skills. The material will include poems by both famous and lesser known poets, with an accent on the latter. For each class students will be required to familiarize themselves with readings either justifying an analytical approach or providing a sample for the analysis, and to be prepared to analyze 4-5 original texts. Each seminar will provide examples of a given subgenre of Russian lyrics, spreading from the early 20th c. to the present-day poetry (some units are spread for two or three classes, e.g. – 2 and 3, 10-12). Intentionally, texts for the analysis represent different trends and groups, spreading from Neo-Classical modernism to contemporary performative poetry. Having practiced the analysis of poetic texts during entire semester, for their final project, students will have to produce a comprehensive analysis of a lyrical poem (optionally, a poetic cycle) of their choosing placing it in the context of Russian poetic traditions.
The purpose of this course is to examine the claims made by multiple stakeholders for use of the environment, both natural and built, and to determine how contention among them can be ethically resolved in the policy process. Over time, six major clusters of stakeholders have arisen, expressing environmentalist standpoints: three, including proponents of wilderness, ecosystems, and nonhuman species, have been called nonanthropocentric; and three, including proponents of conservation, environmental justice, and sustainability, have been called anthropocentric. Among them a diverse array of ethical quarrels has arisen, yet today the sustainability outlook appears to be ascendant in popular and public discourse. Claims made regarding greater or lesser use of both natural and human resources continue to be debated nonetheless. Many are related to the issues of whether present use should take into account past wrongful, often inter-racially prejudicial actions, and future-regarding, often inter-generationally beneficial actions. The course aims to examine specific principles, such as polluter pays for pollution, prior free informed consent, transboundary accountability, and common responsibility, which can be used to resolve ethical issues. Consideration is given to the possibility of both collective and individual ethical action, even in situations of corruption, including subtle forms involving campaign contributions with a pay-to-play aspect. The objective is to discover how such ethical problems can be managed in the public policy process.
This core course explores welfare systems from a comparative perspective and analyzes the political, economic, socio-cultural, and historical factors that shape and sustain them in advanced industrialized countries. It pays particular attention to the development of key national social welfare policies, such as social security, health care, unemployment insurance, social assistance, childcare, tax expenditure, and public employment and training, and emerging best practice in these areas. The course also identifies pressing global/regional trends (e.g. greying of societies, labor market stratification, and persistent gender inequality) and compares how developed and developing countries address them through policy.
This seminar surveys the defining political economy issues of our time. It explores the interplay between politics and economics in the substantive issue areas of trade, finance, investment, development, and redistribution. The seminar surveys the most provocative, influential contributions in multiple disciplines utilizing a wide range of research methods. Contemporary debates are studied in depth, including the fragmentation of production, causes and consequences of financial crises, growing inequality, economic development challenges, and the determinants of public goods provision. The course equips students with the conceptual and empirical tools to better understand current developments, provides exposure to multiple perspectives, and builds confidence in development one's own point of view.

This course is required for students who do not have a background in Finance and plan to take the Environmental Finance Class in during the Spring semester.
The course translates academic study in organization theory, bureaucracy, and public management into practical lessons for public managers. We develop a framework for understanding and applying tools that can be used to influence organization behavior and obtain resources from the organization's environment. Memo-writing, group process and communication skills are taught through hands-on assignments. Earth system-related case studies present a set of problems for public managers to address. The focus is on state and local environmental management cases, and treatment of local land use and NIMBY (not in my backyard) issues. Cases will deal with public, private, and nonprofit environmental management, and will include U.S. and international cases. Each week students are either briefed by a group of their colleagues on a case or submit a two-page memo on the week's case.
This seminar is based entirely on the primary sources of Ṣūfism, including the writings of Qushayrī, Nūrī, Muḥāsibī, Sarrāj, Ghazālī, Hujwīrī, Ibn ʿArabī, Suhrawardī, Shaʿrānī, and al-Ḥakīm al-Tirmidhī. We will explore how the leading Ṣūfīs saw themselves and the ways in which they articulated their identity. This is also articulated in the ways they organized their works and constructed the biographies of their ethical exemplars. We will study their major concepts and descriptions of their own experiences, and then theorize their subjective formations as “hermeneutics of the subject.” Inasmuch as this seminar is about how we study and view Ṣūfism, it is also as much about the various ways this conception of the world can inform a basis of a set of critiques of modernity and its epistemologies and practices.
Studying developing cities, such as Johannesburg, Sao Paulo, and Shanghai, has never been more important. Over half of the world's population is now urban. As cities continue to expand, metropolitan areas around the globe face a growing number of challenges, including: sprawl, poor sanitation, poverty, pollution, corruption, and crime. This course in comparative urban policy will help you develop a keener understanding of these challenges. Our focus will be on how academics and analysts study and debate global developing cities. We will explore questions, such as: What accounts for the global pace of migration from rural to urban places in our time? What are the major challenges facing developing cities? What strategies do individuals, neighborhoods, and economic interest groups have available to influence, and to optimize their experiences in developing cities? How well are developing cities' urban governance and planning geared to resolve controversies and, where appropriate, implement effective remedies? What can we learn from innovative change initiatives?

Cities have long grappled with promoting their economies, their environments, and social equity. Over the last 10 years, a new tool has emerged to accomplish these goals-- long-range sustainability plans. Not quite regulatory mechanisms, not quite visionary political statements, not quite budgets, these innovative hybrids have evolved for cities to envision, implement and track progress towards their sustainability goals. While each city’s plan is unique, over the course of the last few years, common elements and strategies have surfaced, as the creation and implementation of the plans have spread to small and midsize cities. This course is designed to prepare future policymakers and those who work with them to envision, plan and manage for urban sustainability, inclusive economic development and social equity with a long-range sustainability plan. The course will 1) provide the essential elements of this emerging tool; 2) demonstrate design and systems approaches; 3) identify critical research and analysis of key conditions, including politics, infrastructure, population, the local economy, inclusion and climate issues; 4) show how to evaluate current sustainability plans; 5) examine how to foster public engagement; and 6) discuss how to measure and track progress and constraints on implementation. The first part of the class will cover essential basics to lay the groundwork, including design thinking, while the second part of the class will cover thematic case studies.

Urban economics explain the forces that make people want to live in close proximity to each other and the complex economic and social dynamics that ensue. First, urban economics explains the distribution of economic activity and population over space (typical question are: why do cities exists? What drives the location decisions of people and firms? What makes cities grow?). Second, it interprets how production activities and housing are distributed within a city, the value of land, and how it is allocated to what use. Third, it addresses questions of governance, political economy, and public finance: scope and limitations of local government intervention, provision of services, regulation, and governmental funding sources. Fourth, it confronts many fundamental economic and policy problems: transportation, crime, housing, education, homelessness, public health, income distribution, racial segregation, environmental sustainability, fiscal federalism, municipal finance, and others. This course covers the first three aspects of urban economics and a selection of topics from the fourth category. By the end of the course you will be able to: Have an understanding of introductory theoretical and empirical models of urban economics to interpret location decisions of people and firms (between and within cities); Evaluate local policy using efficiency and equity arguments; Apply your knowledge to a specific policy issue.

Affordable Housing Finance is an introduction to the public policy concepts and technical skills necessary for development of both rental and owned housing for individuals and families earning less than 80% of the area median income (AMI). This immensely challenging field requires familiarity with the capital markets, knowledge of zoning, general real estate transactional concepts, contract and tax law and architecture, just to name a few trades. Affordable housing is often developed with public sector support (PPP’s) and with non-profit community development corporations (CDCs) and other development organizations with a mission to create affordable housing. The course will introduce the application of new digital tools to the assessment of investment opportunities and risks in these markets. Instruction in the use of these tools will be provided. Students should have a working knowledge of excel, real estate finance and securitization concepts.

Ruling powers of various shapes and sizes tend to prosecute those people whom they fear because of their identity, class, craft, or convictions. Often, the object of accusation, inquiry, prosecution, and persecution includes not just one (or more) individual persons, but a set of relationships that these ruling powers see as anathema to the social order they seek to establish or maintain, and on which their power depends. Specters can personify residuals of antediluvian political or cosmological order (heretics and witches, officers of toppled regime, Catholics after the reformation, idolatry trials in the new world, mafiosi after their criminalization, Bundists in Soviet Russia) or emergent forms (emancipated Jews, dissidents, or anarchists). All share that role in social dramas that cast them as enemies of The State, The Church, The People, or Humanity. In this seminar we will begin to explore the array of social rituals, routinized practices (like rumors and media-oriented lynching) and institutions that have been developed specifically in order to name such specters and summon them publicly. We will examine, among others: trials, conspiracy theories (as a mode of recounting a presence that is constantly putting the specter back in), investigative committees, inquisitorial tribunals. We will examine how such social rituals and routinized practices and institutions give us unique opportunities to examine what conceptions of society, of relationships good and evil, and of justice underlie political orders, how they codify and pursue them, and what historical processes these enactments trigger or shape. We’ll focus on cases from early modern and modern societies, with an eye towards the emergence and stabilization of republican order.

This clinical course is designed to provide the student with experience to utilize evidence-based knowledge and critical thinking skills in providing nursing care to childbearing families. Clinical assignments will include caring for families during the antepartum, intrapartum, postpartum, and newborn periods. Concepts of wellness, culture, infant growth and development, family integrity, and patient advocacy are used as a basis for the provision of care.
