This introductory course surveys key topics in the study of international politics, including the causes of war and peace; the efficacy of international law and human rights; the origins of international development and underdevelopment; the politics of global environmental protection; and the future of US-China relations. Throughout the course, we will focus on the
interests
of the many actors of world politics, including states, politicians, firms, bureaucracies, international organizations, and nongovernmental organizations; the
interactions
between them; and the
institutions
in which they operate. By the end of the semester, students will be better equipped to systematically study international relations and make informed contributions to critical policy debates.

Prerequisites: (POLS UN1201) In this survey of American political development, we will discuss how and why major institutions and policies emerged, why they took certain forms, when and why they have changed over time, and what kinds of factors limit change. We will also discuss how policies, in turn, shape citizens and institutions.
Political parties have evoked widespread scorn in the U.S. since the founding era; and yet, they arose almost immediately and have endured for over two centuries. In this course, we will examine why parties formed despite the Founders’ disdain for them. (In 1789, Thomas Jefferson wrote, “If I could not go to heaven but with a party, I would not go at all.” In 1800, he won the presidency as a candidate of a major party.) We will dig into scholarly debates about what exactly parties are, what purpose they serve, and how and why they have changed over time as organizations, in the electorate, and in government. Topics will include the presidential nomination process from the founding through the much-discussed 2016 primary election season, the life cycle of third parties, and the relationship between political parties and interest groups. Students will learn what is and is not unique about the current historical moment, and how history might shape our expectations of parties moving forward. Throughout the course, we will pay particularly close attention to the roots of contemporary party polarization, and the implications of this phenomenon for representation and governance. In 1950, the American Political Science Association released a report criticizing the two major parties for excessive similarity; today, party polarization evokes widespread concern. Is there an ideal level of party difference? How much is too much? We will address these difficult questions, among others, in this broad survey of American political parties.
The Arctic region is warming more than twice as fast as the rest of the world, and greater portions of the Arctic Ocean are becoming ice-free much faster than anyone had expected even a few years ago. This is having a huge impact on the politics of the region, and is what social scientists call a “natural experiment” (even though it is the result of human activity) or an “exogenous shock” to the status quo. The fact of climate change has implications for virtually every realm of politics and policy: from local governance to cooperative international institutions, from commercial trade to military security, from environmental disasters to economic windfalls (including for indigenous communities). In this colloquium we will explore these changes and their implications, relating each of them to enduring concepts in political science. Each student will choose one case (or a set of related cases) to explore in depth, in an original, argumentative, independent research paper.
This course explores the history and the present of African American political theory and practice, through an analysis of theoretical texts, pamphlets/manifestos, and popular culture from the periods of the abolitionist movement, Reconstruction, civil rights, late 20th century Black feminist thought, and contemporary Black politics and culture. This course emphasizes the way that Black activists, scholars, and/or artists have responded to eternal questions in political thought about freedom, oppression, resistance, citizenship, democracy, etc., from the standpoint of Blackness in the United States. Moreover, the course is not just African-American Political Thought, it is also American Political Thought, insofar as Black theorizations and experiences of America provides a vital framework for interrogating the American experiment, citizenship and non- citizenship, American slavery and its afterlives, inclusion and exclusion, liberation and domination, and ultimately what “America” is and what it does (and perhaps could) mean to be American.

The purpose of this course is to examine how political science can inform the real-world campaign environment, improving our understanding of strategy and outcomes in American elections.
The role played by the media in democratic politics has never been more fiercely debated than it is today, nor has it ever been more complex and rapidly changing. How do both traditional mass media and social media shape how we see the political world? Why do they shape it in the ways that they do? This topic is huge, so after a general look at this topic, providing you with theoretical tools that can be used to address these questions, we will focus on the relationship between the media and political polarization.
The term “kleptocracy” literally means “rule by thieves” and refers to the extensive grand corruption that elite rulers, allies and their family members engage in to privately enrich themselves at the expense of their populations. Traditionally, kleptocracy has been viewed as a scourge on developing countries, associated with greedy authoritarian rulers in conflict-prone, resource rich and/or aid dependent states. However, in recent years scholars and policymakers have increasingly become aware of the critical role played by international actors, institutions, legal structures and professional service providers that facilitate kleptocracy at a global level. Unlike other transnational illicit sectors such as narcotics trafficking or terrorism, many aspects of kleptocracy networks are publicly visible and perfectly legal. Overall, these networks function to enable the domestic plundering of these elites, the whitewashing of their reputations, and the exacerbation of vast inequality, both within the countries that kleptocrats systemically plunder and between the Global South and the West which receives and benefits from many of the proceeds of these corrupt activities.
The first part of the course (Weeks 2-5) examines the transnational actors, service professionals and institutions that facilitate money laundering by kleptocrats. The second part (Weeks 6-7) concentrates on how kleptocrats launder their reputations, by presenting themselves as global philanthropists or business professionals and by acquiring residency in other jurisdictions through the growing market for citizenship. The final part of the course (Weeks 8-10) examines recent developments in international policy efforts to counter kleptocracy, including incorporating such efforts into national security strategies, enacting extraterritorial legislation to punish corporate bribery, sanctioning individual kleptocrats and oligarchs, and amending libel laws in countries like the UK that are routinely used by kleptocrats to intimidate journalists and deter investigations into their dealings.
Finally, throughout the course we will grapple with the methodological challenges posed by trying to study and detect illegal and secretive patterns of behavior. What are the tools, resources and research techniques available to researchers and policy makers interested in making more evidence-based assessments about kleptocracy and grand corruption?
The speed and smoothness of democratic backsliding and the suddenness of democratic breakdowns tend to surprise us. We expect established institutions and parties, as well as the individuals socialized in democratic norms who populate them, to remain loyal to democracy. But instead we often see both hard and soft guardrails of democracy (institutions and norms) crumble, as various combinations of judges, capitalists, party activists, bureaucrats, military officers, and law-enforcement personnel accept and even support the actions of aspiring authoritarians. In this course we will explore why and when this happens—and also look at conditions that might prevent this from happening.
Our focus will be specific—not on the would-be dictators or on structural forces that might shape these processes but on those institutions and actors that might be considered the bystanders or enablers of democratic reversals. Our readings will include political science literature on democratic breakdowns and fracturing of elite consensus, political norms, and strategic games of transition, but we will also read selections of relevant histories and memoirs. We will consider cases of breakdown and backsliding from 1930s Germany to 1970s Chile to twenty-first-century Hungary, Poland, and the United States—always focusing on potential guardrails.
How can we build peace in the aftermath of extensive violence? How can international actors help in this process? This colloquium focuses on international peacemaking, peacekeeping, and peacebuilding efforts in recent conflicts. As a supranational organization—in which states transfer portions of their sovereign decision-making powers to the organization as a higher authority—the European Union is unique. The impact of this extraordinary organization on the ability of individual member-states to achieve promised goals of prosperity and peace is often the primary focus of analyses. But there is another important question: Is the European Union good or bad for democracy in individual states? This course examines the impact of the European Union on the politics of prospective, actual, and former member-states. The benefits and constraints of EU membership--indeed, even the prospect of membership--were expected to foster and shore up democracy, but the relationships here may turn out to be much more complex than imagined. In fact, since political backlash can result in states leaving the EU this is an urgent question for the future of the EU itself.
As a class we will explore the political impact of the EU—its accession processes, its policies, its institutional incentives, the constraints it creates--on member states. After introducing key concepts and acquiring and confirming a shared understanding of the EU itself (no previous background knowledge is required), we’ll look at how the prospect and the reality of joining the EU may affect political incentives and outcomes within individual states. We then switch gears and focus on Brexit, the departure of the United Kingdom from the European Union, considering both its causes in British politics and its consequences for British democracy. Next we examine conflicts between the EU and individual member-states, most notably Hungary and Poland, over the rule of law. Our meetings on these topics will use both lecture and discussion. In the final weeks’ simulation you will make use of all you have learned as you play the role of a political actor from a particular member state in negotiations over revisions to the Treaty of Lisbon.
This is an undergraduate colloquium that examines the important debates and research on democratization, defined as the change in a political regime within a modern state from dictatorship to democracy. Scholars have described democratization as the principal global political development of the 21st century. The emergence, endurance, and erosion of democracy are also some of the most extensively researched and debated topics in modern comparative political science.
We will start with defining the concept of democracy and discuss different measures of democracy. We then explore the different explanations of why countries become democratic: which include economic, cultural, political, and international factors. We also examine the challenges new democracies face, including the management of ethnic diversity, and institutional design (constitutions, electoral systems, civilian control). Finally, we assess the causes and implications of the global “democratic recession” in the early 21st century.
The purpose of this course is to introduce students to the politics of modern South Asia, a large and diverse region that is home to roughly 25 percent (1.9 billion) of the world’s population. The region comprises India, Pakistan, Bangladesh, Nepal, Sri Lanka, Bhutan, and Maldives. Some regional definitions include Afghanistan in South Asia, as will this course. The course will cover issues and topics that are important to individual countries and the region as a whole.
This class will take up a range of debates within philosophy of law, with emphasis on the relationship between law, morality and various types of polities. We will explore a variety of approaches to the philosophy of law, including natural law theory and legal positivism, as well as rights-based, interpretive, and ideal legal theories. In addition to a survey of major theories in the philosophy of law, we will explore the principles that shape the United States Constitution – both in historical perspective, and with regard to theories of constitutional interpretation deployed by the current US Supreme Court. We explore these themes with in depth analysis of seminal cases, such as
Dred Scott v. Sandford, Dobbs v. Jackson, and Trump v. United States.

Comparative political economy course which addresses some important questions concerning corruption and its control: the concept, causes, patterns, consequences, and control of corruption. Specifically, the readings examine historical and contemporary first amendment values, including freedom of speech and the press, economic liberties, takings law, discrimination based on race, gender, class and sexual preference, affirmative action, the right to privacy, reproductive freedom, the right to die, criminal procedure and adjudication, the rights of the criminally accused post-9/11 and the death penalty. Climate change mitigation is the greatest global political challenge of our times. This course uses concepts drawn from the broader political science literature to analyze the recent history and possible future trajectories of interactions between international politics and climate change, including the international political economy of various relevant commercial sectors. It has no prerequisites, and no background knowledge is required.
This colloquium is concerned with selected problems and puzzles of civil-military relations, a thriving sub-field of political science. What is the proper relationship between the state, the soldier and society in a modern state? Why do armed soldiers obey unarmed civilian leaders? How does military professionalism shape military effectiveness? Why are some countries prone to coups? How do new democracies exert control over authoritarian militaries? How do colonial legacies shape military recruitment and composition? What explains military repression and defection during mass protests? We will examine these questions in different countries and regions across varied political contexts—from consolidated democratic regimes to transitional democracies and authoritarian regimes— such as the U.S., China, Latin America, the Middle East and South Asia.
